The Bureau of Overseas Buildings Operations (OBO) within the U.S. Department of State (DoS), has a need for Integrated Pest Management. DoS plans to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for one Base Year. The IDIQ will be made to the responsive Offeror whose proposal conforms to the solicitation and offers the Best Value to the Government, whereas technical considerations are more important than cost.
The Request for Solicitation and its attached documents will be posted under Solicitation Number, 19AQMM26R0370. No paper copies will be mailed. Proposal submissions (electronically) will be due no later than 12:00 PM, EST on September 4, 2026. Questions (Q&A) period opens with the posting of the solicitation. Questions should be received (electronically) no later than Noon, EST on August 14, 2026. Responses shall be sent to huntt@state.gov, with the Solicitation Number (19AQMM26R0370) in the Subject Line. Responses to all submitted questions will be posted as an Amendment in SAM.Gov.

The contractor shall provide comprehensive IPM services across five primary categories: IPM Seminars (conducting 2-3 technical training sessions for Post Occupational Safety and Health Officers and staff), Remote Consultation (office-based pest problem assessments and control advice via email and phone), Onsite Assessments (field evaluations of pest infestations with specific control recommendations), Educational Development (creating IPM-related training materials, website updates, and technical articles), and Contract Review (reviewing pest control Statements of Work from overseas embassies and consulates to ensure compliance with Department standards). The work shall be accomplished in a manner conforming to applicable U.S. EPA and OSHA laws and regulations as well as the Department's IPM program.
