Combined Synopsis/Solicitation: Global Navigation Satellite System (GNSS) Receivers
Amendment 1 provides answers to questions from vendors, revises Exhibit A. Pricing Sheet, and extends the due date to August 26, 2026 at 1700 hours Eastern Time; anticipated award date is September 9, 2026.
This is a combined synopsis/solicitation for commercial products or services is prepared in accordance with Revolutionary FAR Overhaul (RFO), Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, Federal Acquisition Circular (FAC) 2026-01, effective date March 13, 2026 (Deviation April 20, 2026) which can be accessed at: https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-12. Solicitation # 140G0326Q0152 is issued as a request for quote (RFQ). This announcement constitutes the only solicitation. Firm, fixed-price quotes are being requested and a separate written solicitation will not be issued. This acquisition is an unrestricted opportunity.
The Department of the Interior (DOI), U.S. Geological Survey (USGS) Natural Hazards Mission Area, including the Earthquake, Volcano, and Landslide Hazards Programs seeks to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for high-precision Global Navigation Satellite System (GNSS)-capable receivers in accordance with the attached technical specifications, Section 508, FISMA, provisions, and clauses.
Estimated ordering period/period of performance: September 15, 2026 - September 15, 2031
Evaluation method is Trade-Off. Please see evaluation factors as described in FAR 52.212-2 in the provisions of attachment mentioned above.
It is the responsibility of all interested parties to check back periodically for any amendments to the solicitation. All amendments must be signed and included when the quotation is submitted.
Award will be made in accordance with RFO, FAR Subpart 12.204, Award. All responsible sources may submit a quotation which will be jointly considered by DOI and USGS.

Quotations are accepted only by email to the contracting officer at Joahnne_Ongjoco@ios.doi.gov. Hardcopy or submission by other means will not be considered.
The contractor must provide multi-frequency GNSS receivers able to simultaneously track GPS, GLONASS, and SBAS signals, with capability for Galileo, BeiDou, QZSS, and IRNSS preferred. Receivers must output BINEX and RTCM3 data streams, support PPP-AR, have at least 16 GB internal memory, operate at 10 Hz or higher, and meet environmental specs including -40°C to +65°C and IP65 minimum. The contract covers a five-year IDIQ with delivery orders to multiple FOB destinations. The government will place a minimum first order of $29,000.00; maximum contract value is $2,999,999.00.
