This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1284LM27Q0001 is issued as a Request for Quotes. The Sand Creek Road Cultural Site Evaluation project is evaluation of 25 previously identified cultural sites along approximately 6 miles of road located in McKenzie County on the McKenzie Ranger District of the Dakota Prairie Grasslands. The USFS is requesting that 25 unevaluated sites within a 50 ft ROW of Sand Creek Road (McKenzie County Road 2) have evaluative testing. A list of these sites is provided in Table 1 of the Performance Work Statement. The testing will be done in two phases. The intent of this contract is phase one. Phase one is shovel testing to determine the presence or absence of buried cultural material. Phase two will be formal testing to determine if found cultural deposits represent intact cultural components will be done at a later time and is not part of this contract. Many of the cairn sites have lithic materials found at these locations. The presence of lithic materials suggests that there may be evidence of open camp activities.
This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 541620. The small business size standard is $19M. This acquisition is a total small business set-aside. All responsible sources may submit a quotation which will be considered by the agency.

The contractor must complete evaluation of 25 unevaluated cultural sites within a 50 ft right-of-way of Sand Creek Road (McKenzie County Road 2) on the McKenzie Ranger District of the Dakota Prairie Grasslands. Phase one work includes shovel testing to determine if intact deposits remain, with no shovel testing within 5 m of cairns or within 2 m of stone circles. All sites must be remapped with sketch maps illustrating known disturbances and shovel test locations. All cultural material (except FCR) recovered from shovel testing must be collected and curated at the ND Heritage Center. Shovel tests must be a minimum of 30 cm in diameter and excavated to bedrock or sediments not conducive to cultural material; soil profiles must be described using standard archaeological methodology. Results must be documented in a Class III Cultural Resource report meeting North Dakota SHPO guidelines, with a draft copy provided to the district archaeologist for review. Upon approval, one printed paper copy and a digital copy of the report, along with shapefiles of the inventory area and resources, must be mailed to the district archaeologist at the Medora Ranger District Offices in Dickinson, North Dakota.
