36-Month Electrical Distribution Testing

The contractor performs visual and mechanical inspection, energized infrared scanning under load, and de-energized electrical tests including insulation resistance, contact resistance, torque verification, turns ratio, winding resistance and functional verification per ANSI/NETA MTS and manufacturer instructions for equipment listed in Attachments A, B and C. Work requires coordinated utility outages, field verification of nameplate data and locations, detailed engineering service reports with thermal images and test labels, a deferred-testing register for outages that cannot be obtained, and separately ordered unit-price testing of individual breakers, trip units and relays under CLIN 0004 only when ordered by the Contracting Officer. Generator sets, internal UPS service, fire-pump flow testing, repairs and replacements, arc-flash and coordination studies, and utility-owned equipment are excluded, with the Trinka-Davis main distribution transformer included as VA-owned or VA-maintained.
