This is a combined synopsis/solicitation. All work is to be completed in accordance with the scope of work. This announcement constitutes only solicitation; quotes are being requested, and no other written solicitation will not be issued. This is a Small Business Set-aside, the applicable NAICS 561730 code and small business size standard is 19M. This solicitation will result in a Firm-Fixed Price Service Contract awarded to the offeror with the Lowest Price Technically Acceptable.

FAR 52.237-1 -- Site Visit (Apr 1984). Offerors or quoters are urged and expected to inspect
the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that
the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

The contractor shall provide all labor, supervision, materials, necessary tools, and equipment to perform the initial removal of vegetation and brush, apply preventive growth measures, and maintain the vacant lot. The service is recurring throughout the active growing season (mid-April through mid-November), with each complete removal and treatment cycle performed every month or as directed by the COR. Each service occurrence shall be completed within 5 to 10 business days. The contractor is solely responsible for prompt off-site disposal of all accumulated lawn waste and debris, including grass clippings, small fallen branches and limbs, leaves, weeds, brush, and general organic and yard debris, in accordance with local St. Louis, MO environmental and municipal regulations.
