Space Type: Office, Special Space and Secure Parking

Full Term: 20 years
Firm Term: 10 years
Option Term: To be determined
Additional Requirements: Space must be accessible 24 hours a
day, 7 days a week and 365 days a
year.
Offered space cannot be collocated
with or near other Federal, State and
local government agencies or private
firms whose primary clientele are
involved in or have ties to criminal
elements.
Offered space cannot be collocated or
within 1,000 walkable feet of agencies
providing probation and/or parole
services, halfway house services, drug
abuse counseling, rehabilitation
programs and similar social services
agencies and welfare type programs as
well as private law firms representing
drug offenders.
Offered space building entrances/exits
cannot to be located within a 1,000 feet

minimum boundary of a Drug-free zone
or 1,000 walkable feet from a
school/park/day care center boundary.
Locations within 1,000 walkable feet of
residential housing, hotels/motels,
shopping centers, stadiums/arenas, or
areas where drug activities are
prevalent, may be acceptable but must
not pose an unacceptable risk of
surveillance of Government facilities or
operations.
The space must be capable of meeting
Facility Security Level 4 requirements
established by the Interagency Security
Committee and all Department of
Justice site specific requirements.
The Government will assess the
security of the planned Government
operations during the site
selection/market survey process. The
determination of the acceptance of
locations where easy surveillance of
Government facilities creates an
unacceptable security risk to operations
is within the sole discretion of the
Government.
Offered space must meet Government requirements for fire safety, accessibility,
seismic, and sustainability standards per the terms of the Lease. A fully serviced
lease is required. Offered space shall not be in the 1 percent annual chance
floodplain (formerly referred to as 100-year floodplain).
Entities are advised to familiarize themselves with the telecommunications
prohibitions outlined under Section 889 of the FY19 National Defense
Authorization Act (NDAA), as implemented by the Federal Acquisition

The U.S. Government currently occupies office and related space in a building
under a lease in Houston, Texas, that will be expiring. The Government is
considering alternative space if economically advantageous. In making this
determination, the Government will consider, among other things, the availability
of alternative space that potentially can satisfy the Government’s requirements,
as well as costs likely to be incurred through relocating, such as physical move
costs, replication of tenant improvements including security improvements and
telecommunication infrastructure, and non-productive agency downtime.

The GSA seeks to lease between 124,500 and 127,000 ABOA square feet of office, special space and secure parking, with a minimum of 342 total parking spaces. The space must be accessible 24/7/365, meet Facility Security Level 4 requirements, and comply with fire safety, accessibility, seismic, and sustainability standards. The lease is a fully serviced lease for a full term of 20 years with a firm term of 10 years. The space cannot be located within 1,000 walkable feet of certain facilities such as schools, day care centers, or agencies providing probation or parole services, and cannot be collocated with entities tied to criminal elements.
