DESCRIPTION
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Revolutionary FAR Overhaul (RFO) FAR Subpart 12.202, "Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services," as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotes are being requested.
This solicitation is issued as a Request for Quotation (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.
This acquisition is a TOTAL SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSB) in accordance with VAAR 819.7006 and VAAR 819.7007.

ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION AUG 2025)
The following provision is incorporated into 52.212-1 as an addendum to this solicitation. The version below is tailored for Simplified Acquisition Procedures and supersedes the standard version of FAR 52.212-1.
FAR 52.212-1 Instructions to Offerors Commercial Products and Commercial Services (DEVIATION AUG 2025)
(a) Submission of quotes. Submit signed and dated quotes to the office specified in this solicitation at or before the exact time specified in this solicitation. At a minimum, quotes shall include
(1) The solicitation number;
(2) The name, address, and telephone number of the quoter;
(3) The quoter's Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator;
(4) Information necessary to evaluate the factors contained in the provision at FAR 52.212-2 as described in this solicitation;
(5) Responses to provisions that require quoter completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and
(6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any amendments.
(b) Period for acceptance of quotes. The quoter agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes.
(c) Late submissions, modifications, revisions, and withdrawals of quotes.
(1) Quoters are responsible for submitting quotes and any modifications or revisions to the Government office designated in this solicitation by the time specified.
(2) Any quote, modification, or revision received after the time specified for receipt is "late" and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition. However, a late modification of an otherwise successful quote that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that quotes cannot be received at the Government office designated for receipt by the exact time specified, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension, the time specified for receipt will be deemed extended to the same time of day on the first workday on which normal Government processes resume.
(4) Quoters may withdraw their quotes by written notice to the Government at any time before award.
(d) Contract award. The Government intends to evaluate quotes and award a contract without discussions. Therefore, the quoter's initial quote should contain the quoter's best terms. However, the Government reserves the right to conduct clarifications if necessary. The Government may reject any or all quotes if such action is in the public interest, accept other than the lowest quote, and waive informalities and minor irregularities in quotes received.
(e) Debriefings. If a post-award debriefing is given to requesting quoters, the Government will disclose the following information, if applicable:
(1) The agency's evaluation of the significant weak or deficient factors in the debriefed quoter's quote.
(2) The overall evaluated price and technical rating of the successful quoter and the debriefed quoter.
(3) The overall ranking of all quoters when any ranking was developed during source selection.
(4) A summary of the rationale for award.
(5) Reasonable responses to relevant questions posed by the debriefed quoter as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities.
ADDENDUM TO FAR 52.212-2 EVALUATION COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (DEVIATION AUG 2025)

(a) The following factors shall be used to evaluate quotes:

(b) Evaluation Approach. The Government will evaluate quotes using the comparative evaluation process outlined in RFO FAR 12.201-1, where quotes will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quote other than the lowest price that provides additional benefit(s). Quotes may exceed minimum requirements of the solicitation. The Government reserves the right to select a quote that provides benefit exceeding the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotes. The evaluation will consider the following:
Technical/Quality: The quote will be evaluated to the extent to which it demonstrates the quoter's ability to meet and/or exceed the Government's requirements as outlined in this solicitation, including the quoter's approach to confined space work, coordination with VA staff, compliance with applicable VA directives and specifications, and personnel qualifications as described in the Statement of Work.
Past Performance: The past performance evaluation will assess the relative risks associated with a quoter's likelihood of success in fulfilling the solicitation's requirements as indicated by the quoter's record of past performance. The past performance evaluation may be based on the Contracting Officer's knowledge of and previous experience with the supply or service being acquired; customer surveys and past performance questionnaire replies; the Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis.
Price: The Government will evaluate price by adding the total of all line-item prices. The Total Evaluated Price will be that sum.
QUOTE SUBMISSION REQUIREMENTS
All quoters shall submit the following with their quote:
Technical Quote: A written narrative describing the quoter's approach to accomplishing the work described in the Statement of Work, including: approach to confined space entry and LOTO compliance, key personnel qualifications and OEM training documentation, project schedule, and approach to coordination with the VA COR and facility staff.
Past Performance: A list of no more than three (3) contracts performed within the past five (5) years that are similar in scope, size, and complexity to this requirement (steam distribution systems, condensate pump replacement, or comparable mechanical systems work in occupied healthcare or similar institutional facilities). Include contract number, agency/customer name, point of contact with phone number and email, period of performance, and contract value.
Price Quote: A completed line-item price schedule as set forth in the Supplies/Services section of this solicitation.
SAM Registration: Quoters must be registered in the System for Award Management (SAM) at https://sam.gov at time of quote submission and at time of award. Annual representations and certifications must be completed electronically via SAM.
SDVOSB Verification: Quoters must be registered and verified in the VA Vendor Information Pages (VIP) database at https://www.vip.vetbiz.va.gov/ at time of quote submission and at time of award, and must meet the federal small business size standard for NAICS 238220 ($19.0 million).
Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of RFO FAR Part 12. Comparative evaluation is a side-by-side comparison of quotes based on the factors listed above, resulting in a Contracting Officer decision for the quote most favorable to the Government.
To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

WAGE DETERMINATIONS
This acquisition is subject to the Service Contract Labor Standards statute (41 U.S.C. Chapter 67). The applicable wage determination is Wage Determination No. 2015-4127, Revision 34, issued by the U.S. Department of Labor for the State of Connecticut. The wage determination is incorporated into this solicitation and any resultant contract in its entirety and is attached hereto as Attachment 1.
Quoters shall include in their price the cost of compliance with all applicable wage rates and fringe benefits required by the wage determination. The wage determination is available at https://sam.gov/content/wage-determinations.

(a) Definitions. As used in this clause
Service-disabled veteran-owned small business concern (SDVOSB) means a small business concern (1) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; (2) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (3) The business meets Federal small business size standards for the applicable NAICS code at the time of submission; and (4) The business is registered and verified in the Vendor Information Pages (VIP) database at https://www.vip.vetbiz.va.gov.
Veteran-owned small business concern (VOSB) means a small business concern (1) Not less than 51 percent of which is owned by one or more veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; (2) The management and daily business operations of which are controlled by one or more veterans; (3) The business meets Federal small business size standards for the applicable NAICS code at the time of submission; and (4) The business is registered and verified in the Vendor Information Pages (VIP) database at https://www.vip.vetbiz.va.gov.
(b) Limitations on subcontracting. By submission of an offer and execution of a contract, the offeror/contractor agrees that in the performance of the contract, in the case of a contract for
(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
(2) Construction. The concern will perform at least 15 percent of the cost of the contract with its own employees.
(c) Required devotion of prime contractor resources. The contractor shall comply with the limitations on subcontracting as follows:
(1) For contracts that are set aside for SDVOSBs or VOSBs, the SDVOSB or VOSB prime contractor shall perform the applicable percentage of work required by paragraph (b) of this clause.
(2) Any work that a SDVOSB or VOSB prime contractor counts toward the limitations on subcontracting requirements must be performed by the prime contractor.
(3) A contractor may not count toward the limitations on subcontracting requirement work that is performed by
(i) An affiliate;
(ii) A subcontractor; or
(iii) A joint venture partner.
(d) Certification. The offeror/contractor hereby certifies that it will comply with the requirements of paragraph (b) of this clause and that it qualifies as an SDVOSB or VOSB in accordance with paragraph (a) of this clause.
The offeror/contractor shall complete the following:
