This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation WILL be posted to SAM at https://sam.gov/.
The RFQ number is N4215826QC022. This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 3/13/2026, and DFARS Change Notice 5/7/2026. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The Government intends to solicit and contract with only one source, Tidewater Community College, under the authority of 41 U.S.C 1901 on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement and submit quotes for future procurements. This notice of intent is not a request for competitive quotes.
The contractor must furnish all labor, materials, supervision, and equipment to deliver online academic training and testing for NNSY apprentices, resulting in an Associate's degree and a Trade Technician Career Studies Certificate. The curriculum includes courses such as CAD 140, ENG 111, MTH 111, and trade-specific courses. The contractor must provide the Virginia Placement Test, qualified faculty, digital course catalog, LMS, academic coaching, and reporting. Instruction must be fully online (synchronous or asynchronous) with capability for in-person instruction at the government facility if required. The contractor must hold monthly steering committee meetings, provide progress reports, and ensure staff meet security requirements for base access.
