The Government intends to award a Contract resulting from this solicitation to the lowest priced technically acceptable list of prices. The Government may award the contract based on the initial offer without discussion.
All contractors must be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.

The Contractor shall perform all work necessary to produce a complete set of construction plans and technical specifications sufficient for the construction of the facility. This includes architectural and engineering design and analyses, construction cost estimates, renderings, photographs and scale models. The design must address weatherproofing and continuity, regulatory compliance with IBC, ASCE 7, ANSI, OSHA, and ADA standards, structural integrity verification of existing canopies, aesthetic continuity, and value engineering. Deliverables include a Site Survey & Assessment Report, Multidisciplinary Concept Package (3 Proposals), Draft Design & Calculations Package, Final Architectural, Structural, and Electrical Construction Drawings, Stamped Structural & Hydraulic Calculation Report, Technical Specifications Manual, BOQ and Cost Estimate, and a Construction-Phase SOW. The project is located at the U.S. Embassy Compound, Main Chancery Building, Bogotá, Colombia, Carrera 45 No. 24B-27.
