Solicitation Number 140D0426Q0825 is hereby issued as a Request for Quote (RFQ) for replacement of the terra cotta tile roof and the repair, conservation, or selective replacement of exterior building components at the Free Quaker Meeting House, Independence National Historical Park. The magnitude of this project is between $1,000,000 and $5,000,000.
This requirement is being issued by the United States Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Parts 12.

This requirement is a Total Small Business set-aside under North American Industry Classification System (NAICS) Code 238160 ¿ ¿Roofing Contractors¿ with a business size standard of $19.0 Million. Federal Supply Code (FSC): Z2QA Repair or Alteration of Restoration of Real Property (Public or Private).

Vendors interested in attending the site visit must email the Contract Specialist, fariha_natawan@ibc.doi.gov, and the Contracting Officer, Stephanie_McCullough@ibc.doi.gov, with their company name and a list of attendees no later than 12:00 p.m. EDT on August 24, 2026. Upon receipt of the email with attendee information, the site address and point of contact (POC) information will be provided.

All work shall be performed in strict accordance with the contract drawings, specifications, and all applicable federal, state, and local laws, regulations, and National Park Service requirements.

The contractor shall furnish all labor, materials, equipment, services, and related operations necessary to complete the replacement of the terra cotta tile roof and the repair, conservation, or selective replacement of exterior building components at the Free Quaker Meeting House, Independence National Historical Park. Major work elements include protection of existing vegetation, site features, utilities, and adjacent structures; selective exterior masonry repointing and brick resetting; conservation-based repair and limited replacement-in-kind of historic exterior wood components, including cornices, trim, and architectural details; rough carpentry work, including plywood roof sheathing and treated lumber framing; installation of a complete clay roof tile system using custom Ludowici interlocking field, ridge, and gutter-interface tiles; installation of sheet-metal flashings, gutters, downspouts, and accessories fabricated from zinc/tin-coated copper; exterior joint sealant work at wood-to-wood and wood-to-masonry interfaces; complete exterior painting system for all wood and select stone elements; limited carpentry work related to shutters, sills, window sash, and downspout boots; and clearing all subgrade drains to ensure the free flow of roof drainage system.
