The contractor shall furnish all personnel, labor, equipment, transportation, tools, materials, supplies, supervision, quality control, management, and services necessary to perform: Administration/facility PM Identification, Service Calls, Facility Security, and Event Support in accordance with this Performance Work Statement (PWS). All tasks must be performed to the highest standard of quality, ensuring every aspect of the memorial is maintained with precision, professionalism, and attention to detail. The contractor shall continually maintain all areas of the Air Force Memorial in a fully functioning manner and shall comply with all Federal, State, and Local regulations. The contractor shall proactively identify and document any malfunctioning or deteriorating infrastructure, including but not limited to locks, doors and doorknobs, lighting fixtures, faucets, toilets, urinals, plumbing systems, HVAC equipment, generators, and bollards. The contractor shall provide a Facility Manager that possesses a working knowledge of HVAC, general maintenance, redundant power systems, plumbing, electrical, and janitorial services. The contractor shall supply one (1) facility manager and at minimum two (2) general laborer personnel daily. The contractor shall be available to support all functions outlined in this PWS during the core hours of operation from 0700 to 1700 daily, seven days a week excluding federal holidays. The contractor shall provide a single contact telephone number for service calls, 24 hours per day, seven days per week. The contractor shall perform a walk-through daily of the complex during operational hours or as required, inspecting equipment deficiencies, non-working lights, clogged toilets, leaking sinks, or any fixture/equipment malfunctions. The contractor shall develop and implement a preventive maintenance (PM) program checklist for all systems and equipment. The contractor shall conduct a comprehensive inspection of all exterior and interior lighting at the Air Force Memorial to ensure proper function and operational integrity. The contractor shall perform seasonal start-up and shutdown to ensure HVAC systems are prepared and activated at the start of each season and deactivated and preserved at the end of each season. The contractor shall provide, establish and maintain a safe, effective, and environmentally sound integrated pest management (IPM) program to prevent or control pests and disease vectors. The contractor shall carefully set up and take down various equipment and furnishings necessary to support dignified and organized ceremonies. The contractor shall ensure that the memorial grounds and parking lot areas are blown off with a leaf blower once a day or as needed. The contractor shall daily perform specialized cleaning of three Spires on each side, up to a height of approximately 8 feet or the second connecting spire seam from the base of each spire, the trim plates around each spire at the base, the guard booth on all four sides, all bollards and trim plates, and the trim plates for the missing man glass and honor guard statues. The contractor shall power wash all granite walls and pavement to include the designation wall the pioneer wall, medal of honor recipient wall, campaign walls, board of trustee exhibits, architect display, the five (5) pointed star area, both sides of the sponsor wall, seating area and the honor guard statues, once a month in the months of April through November. The contractor shall annually ensure that hard floor surfaces are professionally polished and that carpets and floor mats are steam cleaned at least once per year. The contractor shall, hourly, seven (7) days a week, remove and clean accumulated bird feces from all hard surfaces. The contractor shall ensure the removal of gum or other sticky substances from all areas of the memorial complex.
