Phase I, Western Federal Lands Highway Division (WFLHD) Building Renovation Project
This Request for Qualifications (RFQ) is issued as an Unrestricted procurement, open to both Large and Small Businesses for the two-phase design build construction procurement (RFO 36.101-2) of the Western Federal Lands Highway Division (WFLHD) Building Renovation Project. The time and date set forth within is for the receipt of proposals for Phase I only. Phase II will only be issued to the successful offerors determined to be no more than the five most highly qualified during Phase I evaluation.
Project Location.
The project work is located at the Department of Transportation (DOT), Federal Highway Administration (FHWA), Western Federal Lands Highway Division (WFLHD) building at 610 E. 5th Street, Vancouver, Washington.

The Contractor shall provide all design, architecture, engineering, labor, materials, construction, interior design, and management required for the full-scale tenant improvement (TI) and extensive building renovation of the Western Federal Lands Highway Division (WFLHD) campus. This scope may include furniture, fixtures, and equipment. The project includes, but is not limited to, roof replacement, structural seismic retrofitting, building system modernization and code compliance, hazardous materials abatement, building envelope performance, and architecture and interior design for approximately 275 federal and contract employees. The work will be primarily focused on the Main Building which is an amalgamation of several eras of construction.
