INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract to conduct roof repairs to nine buildings at the Veterans Affairs Palo Alto Healthcare System (VAPAHCS) in Palo Alto, California. The address is 3801 Miranda Avenue, Palo Alto, California, 94304-1207.
PROJECT DESCRIPTION: Project 640-26-114. Contractor shall provide construction services necessary for the completion of roof repairs on nine buildings, located at the Veterans Affairs Palo Alto Health Care System, Palo Alto Campus. Provide construction services, as required, to correct deficiencies identified on buildings with active roof leaks. The objective shall be to provide a weather tight building envelope and repair roof damage caused by water infiltration.
ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 15. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. All responsible sources may submit a proposal which will be considered by the agency, however, offers received from other than SDVOSB concerns will not be considered.
Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (https://sam.gov/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses shall have their ownership and control verified by the Department of Veterans Affairs (VA) and be listed in the Small Business Administration (SBA) Search (https://search.certifications.sba.gov/).

The solicitation will be issued on or around May 4, 2026. The period of performance is approximately 180 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $2,000,000 and $5,000,000. This notice is not a request for competitive offers.
