Generator-ATS Maintenance (VA-27-00002745)

The contractor shall furnish all labor, supervision, tools, equipment, materials, consumables, transportation, and incidentals required to perform preventive maintenance, testing, minor repairs, emergency response, transformer/breaker service, and annual load bank testing of emergency power systems at the VA SDC, Building 37. Services apply to five diesel generators (1250 kW, 750 kW, 500 kW, and two 600 kW), all Automatic Transfer Switches supporting Building 37, two high-voltage dry-type transformers, and utility-side breakers rated 200A and above. Monthly preventive maintenance includes inspection and testing of cooling, fuel, exhaust, lubrication, starting systems, safety shutdowns, monitoring controls, generator output, regulator operation, voltage/frequency stability, batteries, wiring, terminations, and ATS units per Attachment C. Annual load bank testing is performed in September per NFPA-110 load steps. Semi-annual sampling of fuel, engine oil, and coolant is required. Minor repairs (≤1 labor hour and ≤$250 parts) are included; major repairs require COR and CO approval and are billed to the Unscheduled Repair CLIN. Emergency response requires 1-hour telephone response and 2-hour onsite arrival.
