This procurement is for 1 new LUCAS 3, v3.1 Chest Compression System with professional improvement projects and the NIH Risk Management standards including the NIH Safety Infection Prevention and Policy Control for use of equipment and supplies. It ensures compliance with NIH workplace by supporting high-quality, uninterrupted chest compressions during cardiac arrest events. The device enhances patient safety, improves resuscitation efficiency, reduces staff fatigue during prolonged CPR, and strengthens emergency preparedness within the clinical setting.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 –Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
