The 355th Contracting Squadron intends to award at least two BPAs for fence and gate services IAW the procedures at RFO 12.201-1(e)(3). Extent of services will be identified within the Performance Work Statement (PWS) or service call request at the order level.
Per the requirements established at RFO 5.201, this notice is a Request for Quotes (RFQ) and constitutes the only solicitation; a written solicitation will not be issued. Interested parties who believe they can meet the requirements and would like to be considered as a BPA holder are invited to submit a quote in accordance with the submission procedures identified within this notice.
The following information is being provided IAW RFO 5.101(c),
a. Point of Contact: Contracting Officer for this requirement is Patricia Murray, patricia.murray.6@us.af.mil, 520-228-3095.
b. Set-aside: This RFQ is issued as a Total Small Business Set-Aside. Offerors should identify their small business status and any applicable socio-economic indicators within their quote.
c. Codes for services or supplies: The applicable Product Service Code (PSC) is Y1PZ “Construction of other Non-Building Facilities” and the North American Industry Classification System (NAICS) code is 238990 “Other Specialty Trade Contractors” with a small business size standard of $19M.
d. Description of Service:
(i) The contractor will provide all labor, equipment, tools, materials, supervision, management, and transportation necessary to perform the requirements of fence and gate services as identified within each service call. Work under this agreement includes but is not limited to; repair of existing fence to match original fence, removal and replacement of fencing and construction of new fencing to meet the standards of FE-6 and FE-7. Gate operators will be repaired and maintained as well.
(ii) BPAs will be established based on best value determination defined as an offer which confirms the vendor’s understanding of the requirements and technical capability to perform within the time frames and standards identified in the BPA Terms & Conditions. Due to the time sensitive nature of this requirement, the anticipated award date is no later than Wednesday, September 16 2026.
(iii) Interested Offerors should review the BPA Terms & Conditions for detailed information on BPA call procedures in addition to the technical data provided in para (d)(i) of this notice.
(iv) 355 CONS will consider all responsive quotes submitted by responsible offerors to the identified POCs no later than 1:00 PM on Tuesday, 15 September 2026. To be considered responsive, offerors must include the following information within their quote:
A signed copy of the RFQ with sections 13 – 16 completed.
A completed copy of Attachment 1 – BPA Product/Service Price List
Capabilities Statement, no longer than 3 pages in length, which confirms the offerors understanding of the BPA Terms & Conditions including authorized caller procedures, invoicing, and payments. Additionally, offers must acknowledge base access policies as identified in section c and d of the BPA terms.
All BPAs established as a result of this solicitation will be utilized to fill repetitive needs of the services identified. The Government is only obligated to the extent of authorized orders placed under each BPA. The aggregate value of orders placed under a BPA will not exceed $349,999.99 over a 5-year ordering period. Additional per order limitations are set within the BPA Terms and Conditions.
