This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
U.S. Fish and Wildlife Service is issuing a Request for Quotes for the Herbicide Application at the Edwin B. Forsythe NWR, NJ. The anticipated performance period is shown below.

Solicitation 140FS326Q0129 is issued as a Request for Quotation (RFQ) is 100% Small Business Set Aside and is conducted under FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular FAC Number: 2026-01, Effective Date: 03/13/2026. The applicable North American Classification System (NAICS) code is 115310, Support Activities for Forestry. The small business size standard is $11.5 Million.

Any additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are attached included in the Attachment Solicitation-provisions and clauses- 140FS326Q0129.

An award will be made to the Contractor whose submittal documents conform to the requirements as described in this solicitation and who, based on a subjective assessment from the Government, offers the best value to include technical, past experience, and price. The Government reserves the right to award a contract to other than the lowest priced offer if, in its judgment, the non-cost factors outweighs the price difference.

The contractor shall furnish all necessary equipment, labor, and materials to accomplish aerial herbicide application for the control and eradication of common reed (Phragmites australis) on approximately 156 acres at Edwin B. Forsythe NWR. The refuge will supply the herbicide and surfactant. Application will be by UAS (drone) or, if permits cannot be obtained, by helicopter. The contractor must possess a valid New Jersey commercial herbicide applicator's license with aquatic and aerial endorsements, carry liability insurance of at least $1,000,000 per incident, and achieve a minimum 90% kill of Phragmites. Work must occur between August 15 and September 30, 2026, with no spraying on weekends or when wind exceeds 10 mph or rain is forecast.
