09 SEPTEMBER 2026 CALL FOR SOLUTIONS
The Program Manager – Protection and Integration (PM-PI) is seeking new innovative solutions for the Maritime Body Armor Load Carriage System (M-BALCS). The requirement is for a modular tactical protection and load-bearing system that supports special operations across a full range of missions.

The requirement is for a modular tactical protection and load-bearing system that includes two Body Armor Vest (BAV) variants (Maritime Interdiction and Littoral-Land), three mission-specific harnesses (Automatic Weapon Harness, SEAL Harness, and SWCC Harness), and a full suite of interoperable Load Carriage System (LCS) pouches and accessories. The system must improve operator survivability, mobility, and mission effectiveness, with specific technical attributes including emergency quick-release, compatibility with SPEAR plates and LOTSAP, integration with NSW-issued inflatables, and the ability to withstand extreme environments. Companies may submit a white paper for either BAV variant and/or harnesses with accompanying LCS accessories, but every submission must include and integrate the Load Carrying System.
