This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. Requirement Description:
The Virgin Islands National Guard (VING) requires a qualified contractor to provide all-inclusive, non-personal, monthly preventative maintenance services for the Heating, Ventilation, and Air Conditioning (HVAC) systems at eleven (11) facilities located at the Estate Bethlehem Military Compound, St. Croix, USVI. Services shall be performed in accordance with the attached Performance Work Statement (PWS).
The customer is currently working on a more detailed listing of all HVAC systems under this requirement to include make, model/serial number, tonnage, etc. This document will be posted via solicitation amendment as soon as it is available.
Period of Performance: The anticipated contract will consist of one (1) 12-month base year and two (2) 12-month option years.

Site Visit: A site visit is scheduled for 15 September 2026 at 09:00 AM Atlantic Standard Time (AST). Interested parties must submit attendee names to andrea.a.bryan-mcintosh.civ@army.mil and byron.a.todman.civ@army.mil. POCs will respond with site entry requirements.
Submission Instructions:
All responsible small businesses may submit a quote, which shall be considered by the agency. Please see the attached Request for Quotation (RFQ) package for detailed submission requirements, including the mandatory Q&A template, the full Performance Work Statement (PWS), and evaluation criteria.
The contractor shall provide all personnel, labor, materials, equipment, tools, supervision and transportation necessary to perform complete HVAC maintenance services including systems maintenance, inspection, testing, diagnostics and corrective repair recommendations. Services include replacing filters and belts; lubricating motors and moving parts; checking and repairing refrigerant leaks; cleaning condensate lines and drain pans; inspecting controls and mechanical/electrical components; washing and cleaning coils, fan blades and condenser casing; and performing monthly visual inspections and physical checks of components such as fan assemblies, air filters, belts, condensing sections, compressor sections, electrical connections, heating and cooling coils, and refrigerant charges. The contractor must also respond to routine service calls within 24 hours and provide cost estimates for repairs.
