Solicitation number 12363N26Q4212 is issued as a Request for Quotation (RFQ) for This procurement is restricted to the approved companies eligible for call orders under the R2 Rocky Mountain Restoration Project BPA for the San Juan National Forest in the state of Colorado. This requirement may be awarded to one vendor as a BPA Call Order against BPA's previously solicited on the Government Point of Entry (GPE). The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice that are not eligible for awards under the R2 Rocky Mountain Restoration Project BPA. The DH Brockover IRSC is part of the Durango Hills Fuels Reduction located on the Columbine Ranger District of the San Juan National Forest. Land management objectives for the project area are summarized as follows: Cutting of sawtimber-sized trees, and the removal of material that meets the minimum tree specifications as identified in Appendix B from the treatment area and treat resulting slash. The purpose of this project is to better ensure public and firefighter safety through reduced fuel loading, to improve habitat for native wildlife species, and to aid in the return of ecological function and resilience. Land management objectives for the project area are summarized as follows: Increase Forest resiliency, increase age class diversity, promote recovery of forest vegetation, Reduce the risk of high severity wildfires, and Provide wood products for both commercial and non-commercial uses. The performance period is Date of award through November 30, 2029.
Contractor shall cut and remove sawtimber-sized trees (9" DBH minimum) meeting utilization standards from designated cutting units, with mandatory work covering 167 acres (Units 1–3) and optional work covering 207 additional acres (Units 4–7). Work includes felling, bucking, skidding, and yarding of logs to landings; removal of sawtimber and smaller material; processing and stacking topwood biomass (7.0" to 3.0" stem diameter) at designated landings from all harvest operations across all 374 acres; piling approximately 80% of slash within units; hand-treating and scattering remaining slash; and performing all associated erosion control, road maintenance, and slash disposal. Contractor must adhere to Designation by Prescription (DxP) criteria targeting basal area of 60 square feet per acre, retaining desired species (Ponderosa Pine, Douglas-fir, White Pine, Aspen), and removing suppressed, beetle-infested, or defective trees. Operations are prohibited December 1–April 30 in all units due to elk habitat considerations and restricted on roads during holiday weekends (Memorial Day, July 4–5, Labor Day). Contractor shall maintain NFSR 071.B, 071, and 071.A through pre-haul, during-haul, and post-haul road maintenance including surface blading, ditch cleaning, slide and slump repair, drainage structure maintenance, waterbar installation/removal, erosion control seeding, and construction of temporary roads and associated facilities. Performance period is from date of award through November 30, 2029.
