This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QB0000205 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, IAW the Revolutionary FAR Overhaul (RFO).
The applicable North American Industry Classification Standard Code is 488190. The small business size standard is $40 million. This is a restricted solicitation. All responsible sources may submit a quotation which shall be considered by the agency.
It is anticipated that a firm-fixed price purchase order shall be awarded on a sole source basis to Advantage aviation Technologies (CAGE Code: 6A6S2) as a result of this synopsis/solicitation. Sources must be able to obtain the required technical expertise, engineering data, and Original Equipment Manufacturer (OEM) parts required to successfully perform the required repairs. Concerns having the expertise and required capabilities to provide these repairs are invited to submit offers in accordance with the requirements stipulated in this solicitation.

The contractor must perform test and evaluation upon receipt of components to determine if items are Ready for Installation (RFI) or Beyond Economical Repair (BER). Non-RFI components shall be repaired to OEM minimum functional performance specifications. The contractor must provide all necessary parts, labor, tooling, test equipment, and facilities. The contractor must have access to OEM Component Maintenance Manuals (CMMs) and other repair specifications. All repairs must be performed IAW applicable OEM's most current CMMs and test/acceptance criteria. The contractor must submit a failure data report for each repaired component. Components must be returned with a Certificate of Airworthiness (FAA Form 8130-3 or USCG approved alternate) and Certificate of Conformance. Delivery is 90 calendar days after receipt of components for repair, and 15 calendar days for test and evaluation.
