NOTICE OF INTENT TO MAKE A SOLE-SOURCE AWARD IN ACCORDANCE WITH RFO PART 5.101(c)
The U.S. Environmental Protection Agency, Region 10, intends to issue a firm-fixed-price purchase order to Brooks Applied Labs, LLC for chemical analysis of environmental samples for total Selenium (Se) and Selenium speciation.
Market research identified Brooks Applied Labs, LLC as the only source that demonstrated the current capability to perform the complete requirement within the required performance schedule. Other sources either confirmed that they could not perform all required selenium-speciation analysis for the specified aqueous, biological, and solid matrices or did not provide sufficient information demonstrating the ability to satisfy the complete Statement of Work.
Although the Government will consider all timely quotations received. If another source demonstrates the ability to satisfy the complete requirement, the Government may amend or cancel this solicitation and conduct competitive acquisition.

The contractor must perform chemical analysis of water, tissue (plant tissue, periphyton), and sediments to determine the speciation of selenium (Se) in both inorganic and organic species. In water samples, analysis must include Se(IV), Se(VI), SeCN, SeMet, MeSe(IV), MeSe(VI), SeSO32-, DMSeO, and the sum of unknown Se species, with a detection limit down to 4 ng/L. In solid samples (tissue/sediment), analysis must include SeMet, MeSeCys, SeCys2, TMSe, Se(IV), and Se(VI). The environmental samples include 30 unfiltered aqueous samples, 144 filtered aqueous samples, 80 plant tissue samples, and 40 sediment/soil samples. The contractor must provide a Level II data validation report, all necessary QA/QC instructions for sample collection, and results within 30 days of receiving the samples.
