This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format in Federal Regulation Overhaul (FRO) subpart 12.202, Publicizing, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.  This solicitation is for Service-Disable Veteran-Owned Small Businesses (SDVOSB), and will be competed in accordance with FAR 12, Simplified Acquisition Procedures.

The Network Contracting Office (NCO 10) is seeking to purchase Courier Service for Dayton VA Medical Center.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform courier services. Specific tasks include: (1) Standard Daily Courier Service: twice-daily pickup of lab specimens from eight CBOC locations between 10:00-11:00 AM and 3:00-4:00 PM, delivering to the VA Pathology and Laboratory Medicine Service by 12:30 PM and 5:30 PM; (2) Pick-up of packaged non-sterile packages from the SPD cart at the Cincinnati VAMC and delivery to CBOC locations on the next visit; (3) Transport of reusable medical equipment (RME) between the Cincinnati VAMC main campus and the Eye Clinic, with approximately four pick-up/drop-off runs per day Monday-Friday between 7:45 AM and 4:45 PM. The contractor must maintain daily logs of pick-ups and deliveries and submit them monthly. The period of performance is a base year from 12/01/2026 to 11/30/2027, with four optional one-year extensions.
