This requirement is to procure Engineer-Furnish-Install-and-Test (EFI&T) services for the Joint Base Lewis-McChord
telecommunications infrastructure, which specifically requires the integration of the brand name TC Communications
JumboSwitch equipment to ensure compatibility. The infrastructure will connect critical facilities including the Air Traffic Control
(ATC) Tower, ILS, GATR, Base Ops, and Weather Stations.
This is a new requirement intended to replace failing, legacy infrastructure. While this requirement is primarily for installation
services, the execution requires the integration of specific brand name equipment (TC Communications JumboSwitch) to
maintain compatibility with existing infrastructure.
The contractor shall Engineer-Furnish-Install-and-Test (EFI&T) the installation of outside plant (OSP) rated single mode (SM) fiber optic distribution cable (FOC) using existing new and existing innerduct and existing telecommunications underground infrastructure and pathways from the Air Traffic Control (ATC) Tower to provide 12 strands of SM FOC to each of the ILS, GATR, Base Ops, Command Post(s) and AN/FMQ-19 Weather Station & equipment at Joint Base Lewis-McChord (JBLM), Washington. This new fiber cable supports weather station and NavAid upgrades and the radio system channel bank replacements. EFI&T the installation of inside plant (ISP) rated single mode (SM) interconnect fiber optic (ICF) between telecommunications entrance facilities and equipment rooms in specified buildings. EFI&T radio system channel bank replacements in six buildings. All work shall comply with the technical criteria in UFC 3-580-01, JBLM Design Standard Specification Section 33 82 00, and the applicable industry standards listed in section 9 of this SOW.
