This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
The National Institutes of Health (NIH) intends to award a one-year contract to Tom’s Cleaners LLC, located at 211 N Frederick Ave, Gaithersburg, MD 20877, on a firm fixed price sole source award basis for commercial dry-cleaning services for comforters utilized on the NIH campus in Bethesda, Maryland.
The proposed vendor, Tom’s Cleaners LLC, is currently providing similar dry-cleaning services
to The Children’s Inn at NIH and has demonstrated the capability to perform reliable pickup, dry-cleaning, handling, and return delivery services in support of NIH lodging operations. The contractor is familiar with NIH campus access procedures, operational requirements, and handling expectations associated with healthcare-related lodging facilities. Continued use of Tom’s Cleaners Services will support continuity of operations, minimize service disruptions, and ensure consistent quality and accountability.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.

The contractor shall provide all personnel, equipment, transportation, supplies, and facilities necessary to: receive soiled comforters from the Edmond J. Safra Family Lodge; transport comforters to the contractor’s facility; dry clean and sanitize comforters in accordance with manufacturer care instructions and industry standards; inspect comforters for cleanliness and damage; package and transport cleaned comforters; and return comforters in sanitary and usable condition. The contractor shall coordinate pickup and delivery schedules with designated Government personnel and maintain inventory accountability records for all items processed. The contractor shall provide timely communication regarding any damaged, delayed, or missing items.
