Amendment 01: The purpose of this amendment is to: Update the Statement of Work from SOW Dated 14 May 2026 to SOW Dated 03 August 2026. The updated SOW includes an additional phasing requirement and additional requirements regarding the temperature sensor in the scope of the project. Changes to the SOW are in red.
NOTE: Contractors/Offerors must complete CUI Training Slides; sign and return the "MFR Contractor CUI Training Acknowledgment for Solicitations" attachment to gain access to drawings and other associated CUI documentation. Once the POC has received your signed MFR, please request access to the locked documents through SAM.gov. Your MFR will be reviewed and access to the lock SAM.gov documents will be granted accordingly. Proposals will be submitted electronically.
Description: The goal of this project is to replace four (4) existing fan-coil HVAC units within the Aircraft Control Tower. The scope includes work on floors 1, 2, 4 and 7.
Site Visit, RSVP, and Base Entry: The Government invites you to a site visit on 30 Jul 2026 at 9:00 AM CST. Attendance is highly encouraged but not mandatory. Please note that registration is required by 7:30 AM CST on 22 Jul 2026. To register, please email the POC requesting a DoD Safe drop-off link to securely upload your completed Entry Authorization Listing (EAL) document (found in the list of SAM.gov attachments). If you do not contact the POC by 7:30 AM CST on 22 Jul 2026, you will not be able to attend the site visit.
Identification: All attendees must bring a valid photo ID. All photo IDs must meet the requirements for "REAL ID."
Vehicle Requirements: If driving on base, please ensure the driver has driver's license, vehicle registration, and proof of insurance.
IMPORTANT: All contractors should arrive at Columbus AFB’s Visitors Center early and wait for a 14th Contracting Squadron representative to arrive and lead them to the site visit location. The representative will leave the visitors’ center at 9:00 AM CST
Additional Info: All RFIs must be submitted NLT 7:30 AM CST, on 03 Aug 2026.
The range of magnitude for this procurement is between $100,000 and $250,000.
52.232-18 Availability of Funds. Availability of Funds (Apr 1984)
Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
The contractor shall replace four existing fan-coil HVAC units in the Aircraft Control Tower (Building 1806) at Columbus AFB. The work includes demolition of existing units, supply and installation of three new 4-pipe cassette-type fan-coil units and one electric unit heater, new ceiling grid and tiles, new controls and thermostats compatible with the existing EMCS (N2 communications), new electrical disconnects and wiring, insulation, condensate piping, and integration into the building's EMCS. The project is phased: Phase 1 (FCU-2), Phase 2 (FCU-4), Phase 3 (FCU-7), and Phase 4 (shut-off valve changeout and FCU-1 to electric unit heater changeout). The contractor must provide a third-party TAB report, leak-test all piping, functionally test each unit, and provide training to base maintenance personnel.
