This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W912CH-26-B-A016 is issued as an invitation for bid (IFB) for the Small Arms Tool Kit.
Invitation for Bids
The attached Invitation for Bids (IFB) is intended to result in the award of a single five-year indefinite delivery indefinite quantity (IDIQ) contract for the TOOL KIT, SMALL ARMS (SARTK), National Stock Number (NSN): 5180-01-670-9469, part number: 0631A0000.
This IFB is a total small business set-aside in accordance with Revolutionary FAR Overhaul (RFO) 19.104-1.
There is a Technical Data Package (TDP) associated with this procurement. The TDP is Distribution Statement "A", which is approved for public release and distribution is unlimited. Please see Section C.1. TDP Information for instructions on how to access this data. Please also see Section C.4. Additional Quality Assurance / Quality Engineering Requirements. BIDDERS MUST RETURN A SIGNED COPY OF THE TDPL COVER SHEET WITH THEIR BID SUBMISSION OR THE BID SUBMISSION MAY BE REJECTED.
Bidders are advised to carefully read and understand the entire IFB, including Sections L and M, prior to submitting a bid for evaluation. The Government will evaluate bids without discussions and does not assume the duty to search for data to cure problems it finds in any bid. Therefore, all information necessary for the review and evaluation of a bid is to be contained within the bid submission.
Bidders must complete all necessary fill-ins and representations throughout the IFB. Failure to complete any of these items may result in the rejection of a bid.
Bidders shall acknowledge receipt of all IFB amendments by the date and time indicated for receipt of bids. If the IFB is amended, then all terms and conditions which are not modified remain unchanged.

Responses will be furnished via a Q&A log posting to SAM.gov or as an IFB amendment, if the information is necessary in submitting bids or if the lack thereof would be prejudicial to other prospective Bidders. Please see FAR 52.214-6: Explanation to Prospective Bidders for additional information. The Government will review all questions received but is not obligated to answer questions submitted after the date noted above, prior to IFB close.
The contractor will manufacture and deliver the TOOL KIT, SMALL ARMS (SARTK), NSN 5180-01-670-9469, part number 0631A0000, in accordance with the Technical Data Package (TDP). The contract includes five one-year ordering periods with firm fixed pricing. The contractor must perform product verification testing (PVT) at its facility, provide a PVT report, and comply with packaging, marking, and quality assurance requirements. Delivery is FOB destination to various DoD depots. The contractor must also submit engineering change proposals, requests for variance, notices of revision, and start of work meeting minutes as data deliverables.
