Critical Estimation and Execution Instructions for Bidders:
Execution Outside of Regular Business Hours: To prevent any disruption to diplomatic day-to-day operations, all power shutdowns, switchovers, core maintenance tasks, and functional testing must strictly be performed outside of the Consulate’s regular business hours (e.g., nights after 18:00, weekends, or public holidays). Exception: Purely visual inspections of outdoor installations may be performed during the day, subject to prior coordination with the Security Department.
Proof of Technical Certifications (Mandatory): The deployed maintenance personnel must possess valid, manufacturer-specific certifications for working on the respective Siemens systems (8DJH/8DH10 MV, SIVACON/SENTRON LV, and GEAFOL/Tumetic transformers) and associated industrial battery/charger systems. Appropriate proof of training must be submitted alongside the bid.
Background Checks & Personnel Security Clearance: Due to the diplomatic status of the facility, site access is strictly regulated. The bidder agrees to provide all required documentation for official background checks and security vetting of their personnel upon request. The deployment of unvetted personnel is strictly prohibited.
Equipment Inventory: The exact quantities, model designations, manufacturing years, battery types (e.g., VRLA, NiCd), and technical ratings of all assets to be serviced must be taken directly from the detailed inventory list in Appendix A (Detailed Equipment List).
The contractor must perform preventive maintenance on Siemens medium-voltage switchgear (8DJH/8DH10), low-voltage main distribution and circuit breakers (SIVACON & SENTRON), DC auxiliary power supply systems (battery chargers and battery banks), power transformers (cast-resin dry-type and oil-immersed), and outdoor electrical junction boxes (KV Boxes). Work includes visual inspections, SF6 gas monitoring, mechanical functional testing, cleaning, lubrication, protection testing, thermography, insulation resistance measurements, and quarterly inspections of outdoor boxes. An optional 24/7/365 emergency call-out service is also included. All core maintenance must be performed outside regular business hours.
