Pearl Harbor Naval Shipyard & IMF hereby publicizes its intent to solicit a sole-source, firm-fixed-price contract for commercial services. In accordance with the Revolutionary FAR Overhaul (RFO), this action is executed under the authority of RFO 12.201-1 (Simplified Procedures for Commercial Products and Commercial Services) and is publicized in accordance with RFO 12.202(a) and RFO 5.101(a).

The government requires as needed repairs and calibration services for five (5) Keysight N9918A RF Microwave Analyzers.
Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility intends to award a sole-source purchase order to Keysight Technologies Inc as it has been deemed that only one source is available to meet this specific requirement due to its proprietary engineering data, software, and specialized testing protocols required to service this equipment.
This notice of intent is not a formal request for competitive proposals. A solicitation will be issued to the intended source after the expiration of this notice.
However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested parties must demonstrate their ability to meet the Government's strict technical and safety requirements (including access to OEM proprietary data) by submitting documentation electronically to the Contracting Specialist at kelliann.a.shimote.civ@us.navy.mil and Contracting Officer at evangeline.b.calaustro.civ@us.navy.mil no later than the response date and time specified above.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
