USDA Rural Housing Services RD Multifamily Physical Inspection Program (MPIP)

The contractor shall provide qualified multifamily housing inspectors to conduct between 3,500 and 4,500 multifamily physical inspections per contract year using the standard Mortgage Bankers Association (MBA) form 3.03 and the Fannie Mae rating standard. Inspections will encompass Agency Section 515 multifamily housing, Section 514 on and off farm labor housing programs, and Section 521 stand-alone rental assistance program. The contractor must develop and execute a Final Master Program/MPIP Implementation Plan, a Quality Control Plan, a communication protocol, a scheduling and notification protocol, an inspector training protocol, and an accuracy and replicability methodology. The contractor must also conduct parallel inspections for at least 5% of properties and submit monthly status reports, facilitate monthly program meetings, and deliver a final written program report at the end of each contract year.
