Exception is taken to this requirement solicitation SPRTA1-26-Q-0450 for PR 26-02034 of the synopsis publicizing IAW with FAR 5.101(b)(1)(i)(DEVIATION), exception:
(i) Is valued at or below the simplified acquisition threshold (SAT) and the solicitation will—
(A)Be posted to the GPE in accordance with 5.201; and
(B)Permit the public to respond to the solicitation electronically.
Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized.
Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Contract Opportunities and the offerors will be able to respond electronically.
The contractor shall manufacture and deliver 3 each of a new Actuator, Electro-Mechanical (NSN 1680-01-008-7442 RK or alternate 1680-01-279-3544 RK) that opens and closes the C-130 UPU inlet door, made of aluminum, steel and electrical components. The contract is firm fixed price, F.O.B. origin, with delivery required by 20 October 2026. The contractor must comply with higher-level quality standards (ISO 9001-2015 or AS9100), IUID marking per MIL-STD-130, and military packaging per MIL-STD-2073-1 and MIL-STD-129.
