This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1232SA26Q1115 is issued as a Request for Quotation (RFQ) to conduct Genome sequencing in rainbow trout.
This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 541380. The small business size standard is $19M. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency.

In order to be considered for award OFFERORS SHALL SUBMIT ALL OF THE FOLLOWING:
Submit Firm Fixed Price quotation (quote on company letterhead) detailing the applicable item(s), description, price, PLACE of MANUFACTURE, and inclusive of ALL costs including , but not limited to shipping, and valid for at least 60 days after receipt of quote.
Submit attached SF-1449 with blocks 17a, 30a, 30b, 30c, and individual Contract Line Items priced in full.
Submit Sam.gov Unique Entity ID (UEI) with quotation.
Submit Capability Statement and/or technical documentation/brochures showing technical capability to meet or exceed ALL salient characteristics in the Specifications.
REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation prior to due date will be cause to reject the quote without further discussions.
DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.

The contractor shall extract high molecular weight DNA from three frozen rainbow trout blood samples, prepare PacBio CCS libraries and perform PacBio Revio sequencing to generate HiFi reads (N50 at least 12 Kb, at least 180 Gb of pass filter reads per sample). The contractor shall also construct unamplified fragment libraries for Illumina NovaSeq X sequencing (minimum 86.4 Gbases per sample, PE 150 cycles) and construct Hi-C libraries using Dovetail Hi-C kit for Illumina NovaSeq X sequencing (minimum 150 Gbases per sample, PE 150bp). The contractor must perform quality control steps and provide a final project report. Unused frozen blood and genomic DNA samples shall be returned to the government frozen on dry ice. All data must be delivered via secure portal download or external hard drive to Dr. Yniv Palti at USDA-ARS-NCCCWA, Kearneysville, WV.
