The contractor shall furnish and install 3 online DGA monitoring systems including all installation materials, provide an on-site field engineer or technician to install and lead functional testing, system verification, and acceptance activities, provide onsite training for the DGA monitoring system, and provide an operation and maintenance manual in hardcopy and PDF format. The contractor must include shipping costs in the quoted price of each item, FOB Destination to Lookout Point Powerplant. The DGA monitors must measure and record total dissolved combustible gas (TCG), total hydrocarbon (THC), oil temperature, moisture-in-oil, ambient temperature, and nine gases specified in a table (hydrogen, oxygen, methane, carbon monoxide, carbon dioxide, ethylene, ethane, acetylene, nitrogen) with stated accuracy and minimum ranges. The monitors must automatically perform self-verification and self-calibration, pump transformer oil continuously from the transformer, extract gas from the oil with a passive membrane system using Method C of ASTM D3612-02 or equivalent, and correlate oil temperature and moisture-in-oil with transformer load and ambient temperature. Required features include caution /limit/rate-of-change alarm set points and relay contacts, a front panel with day/night display and visual alarm/status lights, RS-232, RS-485 and Ethernet interfaces, three 4-20 mA inputs for external devices, Modbus RTU and DNP3 protocol support, a PC-based software package including licenses for remote analysis without Internet access, and no requirement for consumables. The contractor must provide installation supplies such as 1/4-inch ball valve adapters, interconnecting cables and leads, rigid or watertight flexible metal conduit, anchor points, a transformer load-guide, ambient temperature sensor, moisture-in-oil and oil temperature sensors, 1/4-inch Grade 316 stainless steel tubing and fittings, a mounting system including seismic anchors, and all necessary tools. Functional testing and system verification must be performed by a DGA manufacturer-qualified field engineer or technician, who must perform the product verification according to manufacturer recommendations. The installation must satisfy NFPA 70 requirements, with 120 VAC power provided by the government and a separate earth ground connection using 12 AWG stranded wire. The contractor must also provide 8 hours of training, including hands-on simulation, before the first DGA monitor is commissioned, with instruction by a manufacturer-approved instructor.
