Residential Reentry Services and Home Confinement Services located within the Hampton Roads, Virginia Metro Area to include the cities of Virginia Beach, Norfolk, Chesapeake, Newport News, Hampton, Portsmouth, Suffolk, Poquoson, and Williamsburg.

Contractor shall manage and operate a Residential Reentry Center (RRC) and administer Home Confinement (HC) services for federal offenders under an indefinite-delivery, indefinite-quantity contract. Services encompass 24/7 facility operations with supervised living, programming, employment assistance, medical coordination, security, accountability, discipline, food service, records management, and reentry planning. The RRC will house a minimum guaranteed occupancy of 39 residents (35 male, 4 female) with estimated maximum capacity of 96 beds. The HC program shall serve a minimum guaranteed 30 placements with estimated maximum 75. Contractor shall ensure accurate offender accountability at all times, implement evidence-based programs to facilitate successful community reintegration, maintain strict compliance with facility safety and sanitation standards, provide trained and qualified personnel, establish community relations, and cooperate fully with BOP monitoring and inspections. Contractor assumes all liability for negligent acts and must defend the U.S. Government from claims arising from contract performance.
