The U.S. Army Corps of Engineers, Northwestern Division (NWD), Portland District intends to issue a commercial supply with installation solicitation, W9127N26QA147, for the purchase and installation of nine (9) mini split units with associated heat pump(s) at the Cole M. Rivers Hatchery located in Trail, Oregon. The Contractor will be responsible for removal and disposal of current non-functioning compressor and floor mounted unit, installation of nine (9) mini splits with heat pump compatible and supportive of all mini splits. The annotated blueprint includes square footage information and suggested placement locations. All supplies and work will be in accordance with the terms of the contract and comply with all local, state and federal regulations.
The solicitation will be issued as a 100% Small Business set-aside. The North American Industrial Classification System (NAICS) Code is 238220 – Plumbing, Heating, and Air-Conditioning Contractors and the applicable Small Business Size Standard, as established by the U.S. Small Business Administration, is $19.0M. The Product Service Code (PSC) 4120 – Air Conditioning Equipment.
In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the simplified acquisition threshold. Vendors that respond to this notice and provide a valid point of contact may be issued the solicitation directly via email. It is the vendor’s responsibility to notify the points of contact below of their interest in this requirement.
If adequate competition is not received the RFQ will be posted to SAM.GOV
Solicitation issue date is anticipated to be on or about: 2026-08-20
Solicitation close date is anticipated to be on or about: 2026-09-04
The resulting contract will be issued on a Firm-Fixed Price basis with a 90-day period of performance expected.

The contractor shall supply nine commercially available mini-split units and one accompanying commercial heat pump, provide all labor, equipment, tools, and materials necessary to install the new equipment, and dispose of one existing condenser and mini-split. The contractor must securely install each mini-split in designated locations, remove the existing condenser and install the new heat pump atop the existing concrete pad, perform all necessary testing post-installation, and ensure all electrical connections comply with current electric codes and are performed by a certified HVAC technician. Debris must be segregated and disposed of off-site at licensed facilities.
