The delivery period is April 1, 2027 through March 31, 2029 with a 30-day carryover period.
DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement. The usage of the Bulk OET is mandatory. The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449).

The contractor shall furnish and deliver bulk lubricants (CLB, L40, LA6, LO6, LTL) to multiple delivery points including NAS North Island CA, DFSP Sewells Point VA, MCLB Blount Island FL, 309 AMARG Davis Monthan AZ, Tinker AFB OK, DFSP Puget Sound WA, DFSP Mayport FL, DFSP Pt Loma CA, Naval Sub Base New London CT, DFSP Pearl Harbor HI, NAVSUBBASE Kings Bay GA, Knolls Atomic Lab NY, DFSP Hakozaki JP, DFSP Akasaki JP, DFSP Rota SP, and others. Deliveries are FOB Destination or Origin as specified, via bulk truck or sea van, with specific equipment and hose requirements per location. The contract includes economic price adjustment based on ICIS Base Oils Americas Report, weekly adjustments, and requires compliance with FAR/DFARS clauses, SAM registration, and use of the Bulk Offer Entry Tool (OET).
