Black Butte Oxidation Pond Liners

The contractor shall furnish all labor, materials, equipment, supervision, and services to replace three oxidation pond liners at Buckhorn Recreation Area (approx. 12,500 sq ft), Eagle Pass Recreation Area (approx. 7,000 sq ft), and Orland Buttes Recreation Area (approx. 8,000 sq ft). Work includes pre-work coordination and submittals, mobilization, pond dewatering (though ponds are dry per amendment), clearing and disposal, subgrade preparation, installation of 12-oz needle-punched nonwoven geotextile underlayment and 45-mil Reinforced Polypropylene (RPP) geomembrane liner, anchor trenches (24 in wide x 24 in deep), pipe penetration sealing with boots, installation of maintenance road aggregate base (3 inches of 3/4-inch crushed aggregate), and at Eagle Pass only, removal and replacement of a 12-ft-wide by 7-ft-high double-swing gate and 340 LF of 7-ft-high perimeter fencing with barbed wire. The contractor must also furnish and install one new staff gauge per pond. The contractor shall obtain all permits, implement a Quality Control Plan, and provide manufacturer warranties (20-year for RPP liner, 10-year for geotextile, 1-year workmanship). The period of performance is 360 calendar days from date of award.
