The Department of Veterans Affairs, Network Contracting Office (NCO) 21, has a requirement for 140,000 custom Million Veteran Program (MVP) lapel pins, including design, manufacture, rubber backing, individual poly-bag packaging, and delivery, in support of the VA Palo Alto Health Care System's Research Service.
This requirement is a 100% Small Business Set-Aside under NAICS code 339999, size standard 550 employees.
Preproduction samples are required for Government approval prior to authorization of full production. See the attached solicitation, Statement of Requirement, and Salient Characteristics for complete specifications, delivery instructions, and evaluation criteria.

The contractor must design, manufacture, and deliver 140,000 custom MVP lapel pins. The pins are 1.125" circle metal with rubber backing, featuring a map of the USA with the MVP logo, three stars on each side, the wording 'DEPARTMENT OF VETERANS AFFAIRS' at the top and 'MILLION VETERAN PROGRAM' at the bottom, and a gold rope edge design on the front. The back has 'mvp.va.gov' engraved with one pin needle. No other wording is permitted on either side. Metal is Pantone 104C, enamels are Pantone 541C and Pantone 188C, and font is Myriad Pro. The contractor must first deliver 10 preproduction samples to 75 14th Street NE, Washington DC 20002, and 100 preproduction samples to a TBD address. After Government approval, mass production of 140,000 pins must be completed, with each pin individually enclosed in a plain plastic bag. All 140,000 pins must be delivered to a TBD delivery vendor address no later than 11/29/2026.
