The contractor must provide an inmate commissary ordering and delivery solution, maintain a large selection of approved items off-site, deliver orders within two business days, and allow inmates to purchase goods at least twice per week. The contractor must also provide an online care package program, booking kiosks, inmate wristband production, debit card release systems, and interface with providers of inmate phones, tablets, and trust accounting software at no additional cost. All contractor employees must undergo background checks, fingerprinting, and 16 hours of mandatory training. The contractor must set up all systems and be operational within 60 days of bid award and contract signing.
