This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued.
Solicitation number 1232SA26Q1153 is issued as a Request for Quote- See Attachment 2- Statement of Work.
This acquisition is not set-aside for small business concerns. This acquisition is an unrestricted soliciation. All responsible sources may submit a quotation which will be considered by the agency.
Period for acceptance of responses- The vendor agrees to hold the prices in its quote firm for 60 calendar days from the solicitation
deadline.
In order to be considered for award QUOTERS SHALL SUBMIT ALL OF THE FOLLOWING:
Submit Firm Fixed Price quotation (quote on company letterhead) detailing the service, price for each performance period with the total for base plus all options, and valid for at least 60 days after receipt of quote.
Submit attached SF-1449 with blocks 17a, 30a, 30b, 30c, and individual Contract Line Items priced in full.
Submit Sam.gov Unique Entity ID (UEI) with quotation.
Past Performance References- Please see Attachment 3- Past Performance document for what is required.
Submit Capability Statement and technical documentation showing technical capability to meet or exceed ALL Performance Elements in the Statement of Work.
REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation will be cause to reject the quote without further considerations.
Quotes are due on 9/21/2026 at 9:00 AM PT by email to Elizabeth Calhoun at Elizabeth.Calhoun@usda.gov. You must include the solicitation title name and number as the subject line of the email.

You must include the solicitation name AND number as the subject line of the email. Questions by interested parties regarding the requirement must be submitted by 9/14/2026 by 2:00 PM PT.
The contractor will collect and deliver household food purchase panel data meeting specific criteria include: data on a nationally representative panel of respondents' grocery sector purchases; purchase data includes purchase baskets, timings, retailer format, prices, item-level identifiers, and payment methods including SNAP, SNAP and WIC; household characteristics including receipt of SNAP and WIC benefits, economic, demographic, andlocation of residence; data from 2019 to 2031, with initial deliverable covering 2019 through September 30, 2026, due no later than November 1, 2026, subsequent quarterly and bi-annual data deliveries through June 30, 2031; delivery of supporting documentation and technical assistance (not to exceed 10 hours per month) via email or teleconference under the contractor will be available for two meetings per month; and optional task to provide additional purchase data for baby and limited service restaurant sectors.
