Anyone who buys secondhand gold, silver, platinum or gem jewelry in Henrico County, or removes precious metals and stones from pieces they do not own, needs a dealer permit from the Chief of Police that takes effect only once a $10,000 surety bond is posted under County Code § 15-108. Ours is $100 flat for a term.

The Permits Unit wants everything at once — the original bond, the application, certified scales, fingerprints, a photo, the $200 fee and your lease — and allows 30 to 45 days to process it. Getting the bond in hand first keeps the rest of the packet from waiting on it. Here is the whole process:
Apply online with your name or your company’s, the fixed Henrico County address you will buy from, and the effective date you need. Tell us whether the bond covers only you or every buyer on staff at that location.
The $10,000 amount is fixed by the County Code and the price is fixed at $100 — no review, no quote round-trip.
Once you bind, we issue the executed original bond with the power of attorney attached, naming you as a precious metals and gems dealer and Henrico County as obligee — the wording the Police Division asks for — ready to go in with your permit application.
Article IV of Chapter 15 of the Henrico County Code regulates dealers in precious metals and gems. Section 15-104 defines a dealer as anyone in the business of buying secondhand precious metals or gems, removing precious metals or gems from manufactured articles they do not own, or buying or selling metals and gems removed from manufactured articles. The definition reaches the employer or principal on whose behalf a purchase is made and any employee or agent who buys for them. “Precious metals” means any item made wholly or partly of gold, silver, platinum or platinum alloys — except coins.
Under § 15-107, no one may act as a dealer in the county without a permit from the Chief of Police. The application lists your name, aliases, address, date of birth, fingerprints and photograph, your employer and your place of business, and carries a $200 fee. The permit is denied if you were convicted of a felony or a crime of moral turpitude in the prior seven years. Your scales must be inspected and approved before the permit issues, you may trade only from the fixed and permanent location named in the application, and the permit runs 12 months and renews the same way each year. It is not transferable.
Section 15-108 then requires every dealer, at the time of obtaining the permit and before the permit is operative, to post the $10,000 bond. It is conditioned on your due observance of the article: recording every purchase in detail with the seller’s ID, photo, a statement of ownership and a signed receipt (§§ 15-110, 15-112), reporting each purchase to the Chief of Police electronically within 24 hours (§ 15-110(c)), refusing sellers under 18 or anyone you have reason to think is not the owner (§ 15-113), and holding purchased items for at least 15 calendar days before selling, altering or taking them out of the county (§ 15-114).
It is a three-party arrangement: you (the principal), the surety, and Henrico County (the obligee). Under § 15-109, anyone harmed by a dealer who breaks the article can sue the dealer and the surety, and the surety pays only the part of the judgment the dealer leaves unsatisfied — which you then repay to the surety. A violation is a Class 2 misdemeanor, a Class 1 misdemeanor on a repeat, and a conviction can cost you the permit (§ 15-105). Because Henrico has its own ordinance, Code of Virginia § 54.1-4106(B) sends the bond to the County rather than the Commonwealth.
A claim comes from the party the bond protects, the obligee named on the form, when the duty the bond guarantees is not met.
The surety investigates and pays a valid claim, up to the $10,000 bond amount. You then repay the surety: a surety bond is a guarantee of your performance, not insurance for you.
The term is set on the carrier’s application; the premium covers the period shown there.
Renew before the expiry date to keep the bond in force: the license, permit or contract it backs expects continuous coverage.
File the original with the Permits Unit. Once you bind, we issue the executed original bond with the power of attorney attached, naming you as a precious metals and gems dealer and Henrico County as obligee — the wording the Police Division asks for — ready to go in with your permit application.
The premium is fixed at $100 at the $10,000 amount for every applicant: the carrier’s rate book prices this bond by the form, not by your credit or your business profile.
No credit check.
