Transportation Code § 501.053 (“Filing of Bond as Alternative to Hearing”, last amended by Acts 2021, 87th Leg., S.B. 1817) lets an applicant obtain a title by filing a bond when the vehicle is in the applicant's possession and either there is no security interest on it, any lien is at least ten years old, or the applicant provides a release of all liens with the bond. The bond must be in the manner prescribed by the department, executed by the applicant, issued by a surety authorised in Texas, and in an amount equal to one and one-half times the vehicle value as determined by the department. TxDMV determines that value from the Standard Presumptive Value calculator, then a national reference guide if SPV returns no value, then an appraisal on Form VTR-125 if neither produces a figure. Apply on Form VTR-130-SOF at a TxDMV Regional Service Center; the Notice of Determination (Form VTR-130-ND) states the amount. You have one year from the date of the notice to buy the bond, and 30 days from buying it to file at the county tax office. Salvage and nonrepairable vehicles are excluded by § 501.053(f).
