What the highway use tax bond actually covers

Oregon funds its roads partly through a weight-mile tax on heavy motor carriers, administered by ODOT’s Commerce and Compliance Division (CCD). When a carrier enrolls vehicles in the program, ODOT can require a highway use tax bond, cash deposit, or other security under ORS 825 unless the carrier has a high enough Dun & Bradstreet rating.

The bond secures payment of the fees, taxes, charges, penalties, and interest that become due on your account. ODOT generally sets the initial amount from the number of vehicles you enrolled or operated in Oregon over the prior 12 months, and sends a pre-filled bond request — required amounts commonly range from about $2,000 to $50,000.

If you fail to pay, ODOT can recover against the bond — and if the surety pays, you repay the surety. We issue the amount on your ODOT request letter at a flat 3% with no credit check.
