Section 58-70-20 makes a surety bond a condition precedent to the issuance of any collection agency permit: every applicant files with the Commissioner a bond in favor of the State of North Carolina, executed by a surety company licensed to transact surety business in this State. The bond is $10,000 for the initial permit; for a renewal permit it is no less than $10,000 and no more than $30,000, computed from the prior year's collections less commissions.
