Section 58-70-20(c) requires a nonresident applicant for a collection agency permit to file a $10,000 bond in favor of the Department, expressly for the purpose of reimbursing the Department for expenses incurred in visiting and examining a nonresident collection agency in connection with a federal bankruptcy or State receivership proceeding in which the agency is the subject of the proceeding. Section 58-70-5(a)(5) then provides that, in the case of an alien corporation, the surety bond requirements shall be double the amount set by G.S. 58-70-20 — producing the $20,000 alien filing.
