Class B sits between the entry classes and the larger Class A / Class U, and the County conditions it on a $50,000 statutory compliance bond. The bond stands behind your compliance with the New Castle County Building Code and the Delaware laws governing building contractors.

It's a three-party arrangement: you (the principal), the surety carrier standing behind you, and New Castle County (the obligee), with the public protected. If a licensed contractor violates the building code or the County’s contractor ordinance and someone is harmed, they can recover against the bond.
