The contractor shall provide authenticated, un-embargoed perpetual electronic access for all USDA users and public on-site users to Royal Society of Chemistry journals in the RSC Gold collection, and the Merck Index Online. Authorized users have the right to use subscribed content for ordinary business, scholarly and educational purposes. The contractor shall make content accessible 24 hours per day, provide monthly COUNTER-compliant usage statistics, and ensure perpetual use rights survive termination of the contract.
