The Naval Air Systems Command (NAVAIR), 47123 Buse Road, Patuxent River, MD 20670, intends to award a Firm Fixed Price (FFP) contract to The Boeing Company, St. Louis, MO, on a sole source basis. This contract will provide a tailored Technical Data Package (TDP) for the FPU-13/A Fuel Tank Assembly (FTA) to support repair and sustainment activities, as well as the hosting and support of TDP Guidance Conferences and incremental In-Process Reviews (IPRs).
As the prime contractor responsible for the overall system development, architecture, and integration of the Infrared Search and Track (IRST) system onto the F/A-18 aircraft, The Boeing Company uniquely possesses the comprehensive knowledge, experience, and technical data required to successfully develop and deliver the FPU-13/A FTA TDP. Consequently, an award to any other source would result in unacceptable delays in meeting the Navy’s operational requirements and a substantial duplication of cost to the Government that is not expected to be recovered through competition.
The authority permitting other than full and open competition is Title 10, U.S. Code 3204(a)(1), as implemented by the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1, "Only One Responsible Source" and no other supplies or services will satisfy agency requirements.
