You must be certified under the United States/Canada Joint Certification Program (JCP) to be granted access to the technical data package (TDP) for this solicitation. If you are not JCP certified, please visit the Joint Certification Program (JCP) Home page (https://www.dla.mil/Logistics-Operations/Services/JCP/) to register. Please note: ONLY the Data Custodian, as identified in the United States/Canada Joint Certification Program (JCP) will be granted approval to download the Technical Data Package (TDP), once it is made available in Contract Opportunities –- No Exceptions.
REVERSE AUCTION: The solicitation will contain a provision entitled, “Reverse Auction,” which allows for the use of a reverse auction as a pricing technique. After the solicitation closes, the contracting officer will determine if a reverse auction will be held. If a reverse auction is held, contractors must be registered in the reverse auction system in order to participate in the auction. Additionally, the contractor representative participating in the auction must have taken the on-line reverse auction training prior to the auction. Registration, on-line training, and other information regarding the reverse auction can be found at https://dla.procurexinc.com. Any questions related to the reverse auction system or process can be directed to the Contract Specialist.
The contractor shall manufacture and deliver 7,112 each of Wheel, Solid Rubber Tire (NSN 2530-00-701-3976, Part Number 7013976) in accordance with the Technical Data Package and Special Packaging Instructions. The base quantity is 3,556 each (CLIN 0001AA) with an option for an additional 3,556 each (CLIN 0002AA). Packaging shall be Military level A. Inspection and acceptance are at origin. A First Article Test Report is required for CLIN 0001AA, with twelve units to be tested and the report due 455 days after award. Delivery of the production quantity is 485 days after award with first article test, or 365 days after award if the test is waived. The option quantity, if exercised, is due 365 days after exercise of option. The contractor must retain and provide supply chain traceability documentation. The contractor must comply with ISO 9001:2015 or equivalent quality standard and CMMC Level 2 (Self) cybersecurity requirements.
