THIS IS NOT A FORMAL SOLICITATION. This announcement constitutes a PRE-SOLICITATION notice IAW FAR Subpart 5.2.

The Marine Corps Systems Command, Program Manager Training Systems intends to issue solicitation M6785426R8017 for “Training Analysis Evaluation Product (TAEP)”. This procurement has been set aside exclusively for 8(a) certified small businesses under the authority of FAR Subpart 19.8. This pre-solicitation notice is for informational and planning purposes only; the final Request for Proposal (RFP) will be released separately. The RFP is expected to be issued on SAM.GOV in the fourth quarter of FY26. Proposals will be due within 30 days of its release.

At award, this contract will be structured to provide the Government with maximum flexibility in the form of the issuance of task orders (TOs) through an expedited ordering process to satisfy the requirements for overall total life cycle management, as well as other Marine Corps training requirements that fall within the scope described below. TO PWSs will provide the specific performance requirements, performance standards, metrics, assessment measures, and schedules for each TO. In the event of a conflict between this Base Contract PWS and the TO PWS, the TO PWS requirements that are more specific take precedence. All analysis and evaluation will take place in a military environment. Future task orders issued under this Indefinite Delivery Indefinite Quantity (IDIQ) will support acquisition of developing new technologies, procuring new major end items, and sustainment of legacy training systems currently in use.

  1. DESCRIPTION OF REQUIREMENT:

The Government intends to competitively award a single IDIQ contract to an 8(a) certified small business. The contract will be primarily Firm-Fixed-Price (FFP), with provisions for cost-reimbursable Contract Line Item Numbers (CLINs). The award will be made on a best-value tradeoff basis in accordance with FAR Part 15.

The scope of this requirement includes but is not limited to the following:

a. Perform types of analysis such as:

• Cognitive Analysis

• Needs Analysis

• Analysis of Alternatives

• Gap Analysis

• Requirements Analysis

• Training Situation Analysis

• Job Task analysis/Task Analysis/Critical Task Analysis

• Training System Requirements Analysis

• Learning Analysis

• Learning Objective Analysis

• Media Analysis

• Cost and Trade-off analysis

• Training Device Decision Assessment

• Military Characteristics Analysis

b. Perform evaluations of training systems such as:

• Training System Functionality Analysis

• Fidelity Analysis

• Systematic Team Assessment of Readiness and Training (START)

• Training Effectiveness Evaluation

c. Develop products, documents or reports of the results of indicated analyses or evaluations such as:

• Training Situation Document

• Instructional Performance Requirements Document

• Instructional Media Requirements Document

• Training Device Decision Coordinating Paper

• Training Systems Functional Description

• Military Characteristics Document

• Training Evaluation Report

• Training Effectiveness Evaluation Plan
